Taxes in Ukraine in 2026: general logic of the tax system

The material from previous years divided taxes into direct and indirect taxes and explained how the tax burden is distributed among the employer, employee, entrepreneur and final consumer. This approach remains useful, but some rates from the previous version no longer correspond to 2026.

Taxation of labour and personal income

From salary, the employer as tax agent withholds personal income tax at the general rate of 18% and the military levy at the general rate of 5%. As a rule, the employer charges the unified social contribution at 22% on the payroll. The law may establish a different procedure for certain categories of persons, types of income and special regimes, so the calculation should be linked to the recipient's status and the payment date.

Sole proprietors and choice of tax system

A sole proprietor may operate under the general or simplified tax system if the relevant conditions are met. Under the general system, net income supported by primary documents is taxed; in 2026, such a sole proprietor is subject to 18% personal income tax, a 5% military levy and the unified social contribution under social insurance rules. Under the simplified system, the important factors are the group, income limit, permitted activities, customer composition, VAT status and the separate military levy.

Company taxes

The basic corporate profit tax rate is 18%, although the actual tax base may be adjusted for tax differences. VAT at the standard rate of 20% is an indirect tax: it is included in the price, but a registered taxpayer accounts for VAT liabilities and input VAT credit. Reduced or zero rates, exemptions and special place-of-supply rules apply to certain transactions.

Excise duty, customs duty, property and local payments

Alcohol, tobacco, fuel and other excisable goods have separate accounting and taxation rules. Imports may create liabilities for customs duty, import VAT and excise duty, and the correct payments depend on the goods code, customs value, origin and customs procedure. Owners or users of real estate and land should check real estate tax, land payments and local reliefs established by the relevant municipality.

The tax burden is not equal to the sum of tax rates

The previous article compared Ukrainian rates with European rates and drew conclusions about the budget's dependence on indirect taxes. This is not sufficient for management analysis: it is necessary to take into account the tax base, deductibility of expenses, VAT cash-flow gaps, customs payments, administration costs and the risk of penalties. A business should model at least a base, optimistic and stress scenario for cash flow after taxes.

  • separate the business's own taxes, amounts withheld as tax agent and indirect taxes included in the price;
  • check registration thresholds, reporting deadlines and electronic taxpayer accounts;

  • check the tax calendar each month against cash movements and changes in legislation.
