Procurement, Eligibility and Requirements
Opportunities are published on official platforms, including TED for EU procurement and UNGM for the UN system, as well as on portals of individual organisations. Selection is based on the goods or services, country of performance, deadlines, volume, language and supplier requirements. The first assessment answers a practical question: can the company perform the contract to the required quality with sufficient financing and team resources?
The notice and procurement documents are reviewed together. Eligibility of a Ukrainian supplier, exclusion grounds, sanctions requirements, financial indicators, experience, licences, certificates and personnel are assessed. If a consortium or local partner is required, the parties allocate work, price, liability and access to documents before the bid is prepared.
A requirements matrix links each criterion to the document that proves it. The technical proposal describes the result, methodology, schedule, team and quality control in the customer's terminology. The financial section accounts for taxes, currency, logistics, insurance, guarantees, stage payments and the cost of performance in the project country.
Experience is evidenced by contracts, acceptance acts, references or other documents permitted by the procedure. Specialists' CVs and certificates are prepared in the required format. Each response to a criterion is supported by a specific document or technical description. Before submission, forms, signatures, translations, validity periods and the price are reconciled in one package.
The supplier profile is registered in advance; electronic signature, user rights and permitted file size are checked separately. Questions to the customer are submitted within the prescribed period, and published clarifications and amendments are reflected in the bid. The final version is submitted before the deadline with a time reserve; the receipt and a copy of the package are retained.
After the customer's decision, the supplier receives the result of the procedure and, if successful, prepares the contract, security, invoice, reporting and performance calendar. The team receives an allocation of responsibilities and a payment calendar. Even a first submission creates a supplier file that can be updated for future procurements on the selected platform.

Bid, Documents and Price
Bid preparation begins with the procurement documents. Participation criteria, deadlines and forms are identified first, after which specific evidence is selected for each requirement. Participant documents, the technical part and the price should use consistent names, amounts, dates and signatory data.
The supplier works only with materials required by the selected procedure. If the customer amends the documents or issues a clarification, the final bid is prepared using the latest version. Contracts, certificates, CVs, guarantees and translations are used in the form expressly required by the procurement.

International tender documents should be analysed before the final price is calculated and partnership arrangements are signed. At this stage, the owner can still change the team composition, performance method, security amount or supply financing before the bid is submitted.
If the submission deadline is close, the documents and decisions that determine eligibility are identified first. Permanent corporate materials are separated from the technical and pricing parts of the specific tender so that they can be reused in future international procurements after dates and indicators are updated.
Management receives the agreed price, security terms and a list of obligations under the future contract. The manager works with the final documents and deadlines, the accountant sees payments and currency, and technical specialists see the requirements for the goods, works or services.
After submission, the final files, receipt, correspondence with the customer and materials on the procedure result are retained. A completed international contract adds verified experience that the supplier can use in future procurements in accordance with their criteria.

After a procurement is selected, requirements are allocated by date and responsible person: registration, customer questions, partner documents, technical section, price, security and submission. For each criterion, the evidence, required form, validity period and consistency with supplier data are identified.
The price is linked to the performance plan, logistics, currency and team resources. Before submission, the director receives one final package in which commercial terms correspond to the technical and legal documents.
