Which Changes Must Be Reported to the Licensing Authority

The director appoints the person responsible for collecting evidence for the changed part. This allows the update to be prepared selectively without rebuilding the entire current licensing package.

The version of Law No. 222-VIII in force in 2026 requires a licensee to notify the licensing authority of changes to the information stated in the documents submitted with the application within the period set by the relevant licensing conditions, but no later than one month from the date of the change. The director should therefore know the date of any change of address, equipment, personnel or other licensing information together with the sector-specific notification deadline.
What to Prepare When the Address, Personnel or Equipment Changes
To begin, send the current licence document or its details and briefly describe exactly what is changing and from what date. Add evidence of the new address, equipment, personnel or corporate information - UBC will determine the precise scope of the update:
- extract from the Unified State Register and corporate information
- description of the actual operations and operating area
- documents for premises, vehicles or equipment
- information about the qualifications and authority of responsible employees
- existing licences, permits, applications and correspondence
The specialist compares the old and new information item by item: applicant, address, place of business, equipment, responsible person and list of operations. The director receives a change table showing what must be filed now and what can remain from the previous licensing package.

The director receives the old and new versions of the package with a short note identifying which information now applies. Accounting, HR and the employee responsible for the licensed activity use the current information separately from the previous details.
After the filing is completed, the submitted version of the documents, receipts and the result of the update are added to the archive. The next change can be prepared from the now-current package: it is enough to identify the new information and provide evidence only for the part that has changed again.
