Natural gas supply: the licence is only the beginning
Earlier versions of this page used the wording ‘gas supply at an unregulated tariff’ and offered a standard package for commission review. In 2026, natural gas supply remains an activity licensed by the National Energy and Utilities Regulatory Commission (NEURC), but an applicant must demonstrate more than the formal existence of a company.
The regulator assesses compliance with the licensing conditions and, after the licence is issued, monitors actual performance of the licensee’s obligations.
What to prepare before filing the application
The company needs accurate registration data, a transparent ownership structure, a manager with clearly defined authority, a website containing the mandatory information and internal rules for dealing with customers. The business plan should explain the customer segment, the source of gas procurement, the contractual model, forecast volumes, credit risk and arrangements for securing settlements.
Operational readiness
- draft supply agreements and commercial offers;
- procedures for entering into, amending and terminating contracts;
- procedures for nominations, allocations, balancing and transmission system operator data;
- consumption accounting, billing and settlement of arrears;
- channels for receiving customer enquiries and complaints;
- reporting, compliance and document retention.
Martial law and payment discipline
Fluctuating consumption, infrastructure damage, changes to public service obligations and market restrictions increase liquidity requirements. A supplier should have procedures for non-payment, metering failures, changes in metering points and emergency communications with customers. A licence does not compensate for insufficient working capital or an inability to perform market contracts.
How the procedure has changed
A fixed 30-business-day period, a promise of consideration at the next commission meeting and any advance payment arrangement must, in 2026, be confirmed for the specific project. Before filing, the current information form, licensing conditions, issue fee and electronic communication procedure with NEURC should be checked.
