Scrap-metal operations in Ukraine: inclusion of an enterprise in the list in 2026

In previous years, procurement, processing and metallurgical processing of scrap metal were carried out on the basis of a licence, and the package was considered by the industrial-policy authority. In 2026, an enterprise confirms the right to operate by having its information entered in the list of entities carrying out procurement and operations with scrap metal.

For the business, the name and method of submission have changed, while preparation of the site, equipment, personnel and documents on movement of raw materials remains part of the working model.

On 13 July 2026, the Ministry of Economy announced formation of a new list and the information form approved by Order No. 6782 of 16 June 2026. The application is sent electronically, signed with a qualified electronic signature and submitted free of charge. The enterprise's data must correspond to the Unified State Register and the actual places where operations are carried out.

What changed compared with the previous licence

Previously, the company prepared an application for a licence, information about the specialised enterprise and collection points, and confirmation of equipment, territory and qualifications. The decision was recorded by a licence and appendix. The Ministry of Economy now enters the applicant's information in a special list on the basis of electronic information in the prescribed form.

The new procedure is more closely integrated with registry data but requires accuracy. The name, EDRPOU code, site addresses, types of operations and contact information are cross-checked before signing. If the company operates through several facilities, each site is described separately together with its role in accepting, sorting, storing or processing scrap metal.

Site and production process

The operating model begins with a lawful basis for using the territory. The lease or ownership document is compared with cadastral and address information. The site defines the acceptance area, weight control, sorting, storage, radiation control, safe movement of equipment and access procedure for third parties. The composition of equipment depends on ferrous or non-ferrous metals and the selected operations.

The manager appoints persons responsible for accepting raw materials, processing documents, occupational safety, environmental procedures and inventory accounting. The internal procedure describes verification of scrap-metal origin, supplier identification, weighing, quality, price, payment and subsequent transfer to a processor. These data support tax accounting and help answer bank or counterparty requests.

Documents for each batch

The batch file combines the contract, supplier documents, acceptance certificate, weighing data, transport documents, settlement and warehouse record. For industrial scrap metal, it is important to confirm the authority of the person transferring the property and the basis for write-off. For materials with special characteristics, a separate handling and confirmation regime is determined in advance.

The payment model is agreed with the bank's financial-monitoring rules. Payment purpose, contract, volume and company activity must be consistent. A monthly reconciliation shows balances by site, purchases, processing, dispatch and gross margin. The owner sees the economics of each operation and plans working capital around actual purchase and sale periods.

Inclusion in the list and subsequent control

Before submission, the company checks the electronic signature and official correspondence address. The signed application is stored together with confirmation of sending. During martial law, open access to information in the list is restricted, so the Ministry of Economy recommends requesting official information by letter. Confirmation of inclusion is stored in the corporate and tender file.

After a change of name, owners, site or type of operations, the information is reviewed and aligned with the actual model. The responsible employee maintains a calendar of registry actions, lease agreements, technical inspections, employee training and internal checks. This allows the enterprise confidently to confirm its status to clients and industrial partners.

Preparing the enterprise for submission

Before the first working meeting, the owner collects the facts affecting the result: types of scrap metal, operations, sites, equipment, responsible employees, suppliers and movement procedure for each batch. Documents are distributed by responsible employee and date, while indicators requiring clarification are marked for separate reconciliation. This procedure helps the specialist confirm the working model faster and focus the consultation on decisions important for funds, deadlines and contracts.

The result is prepared as a package including reconciliation with the Unified State Register, site cards, technical list, personnel information, electronic application and internal acceptance procedure. It states official sources, source data, adopted assumptions, sequence of actions and confirmation of each completed stage. Where an accountant, lawyer and operations manager participate in the project, each is assigned a separate part and deadline for providing information.

At the control meeting, the owner checks that the declared information accurately describes the enterprise's actual production and settlement model. After approval, the materials are included in the corporate calendar and working folders. The responsible employee updates them when participants, contract, facility, reporting period or government service change, so the adopted decision supports daily work and further project development.

The final memo remains with the manager as a control tool in accordance with the company's agreed working schedule. It records completed actions, received documents, next dates and contacts of responsible persons. At the next management meeting, the team compares the actual result with the plan, records new tasks and promptly provides the specialist with information that affects the next stages of support.
