Licensing of medical practice in Ukraine

The names of individual certificates and authorities in the earlier material may have changed, but the basic logic remains: premises, equipment, personnel and declared specialties must correspond to the actual activity.

Who may conduct medical practice

A sole proprietor must personally meet the qualification requirements for the declared specialty. A legal entity may engage a medical director and employees with appropriate education, specialisation and confirmation of professional experience. Formally listing a doctor in the information without real participation creates a risk of licence cancellation and claims during an inspection.

Premises and material and technical resources

The premises are selected for the specific list of medical services. Functional zoning, room area, water supply, ventilation, accessibility, sanitary regime, medical-waste handling, fire-safety measures and the possibility of installing equipment are assessed.

The right of use is confirmed by an ownership document, lease or other lawful title. The address in the licensing information must match the actual place where services are provided. Moving, opening a new consulting room or changing specialties requires timely updating of the data.

Personnel qualifications

For each employee, a diploma, specialist doctor's certificate or another professional document, information on specialisation, continuing professional development and experience are prepared. For junior medical and pharmaceutical staff, the relevant education and professional-development documents are checked.

Working document package

• extract from the Unified State Register and information about the manager;
• list of specialties and addresses where the activity is carried out;
• documents for the premises;
• information about material and technical resources and equipment;
• qualification documents of medical personnel;
• internal procedures for infection control, waste, safety and record keeping;
• contracts with engaged laboratories or service organisations where required.

Preparation procedure

First, the list of services and personnel is determined, then the premises and equipment are checked. After discrepancies are corrected, information on the condition of the material and technical resources and employee qualifications is prepared. Only after internal cross-checking is the package submitted to the licensing authority.

Typical risks

Problems most often arise from an address mismatch, absence of documents for a doctor in the declared specialty, use of equipment without proper servicing, incorrectly formalised employment relations or actual provision of services that are not included in the licensing information.
