Permit for high-risk work: the procedure previously in force
The original Russian-language material described the former procedure for obtaining permission from the state occupational safety supervisory authorities to commence or continue hazardous work, operate machinery and equipment, and train employees. The names of authorities, time limits and document forms on the page relate to the relevant historical period and must not be used for a current filing without verification.
When an enterprise required the permit procedure
The procedure formerly in force covered high-risk work, operation of hazardous equipment and facilities, and professional training of employees admitted to such work. The key requirement was evidence that the business had sufficient personnel, premises, equipment, instructions and an occupational safety system to operate safely.
Documents referred to in the former offer
- information from the state register and constitutional documents;
- details of the manager or sole proprietor (FOP);
- documents for production and office premises, plans and insurance;
- bank and tax details;
- staff lists of engineering, technical and production personnel;
- diplomas, certificates and evidence of staff training;
- technical and operating documentation for equipment;
- an expert opinion confirming the ability to comply with safety requirements.
Expert review and consideration
The page referred to an expert technical centre that assessed whether the declared work could be performed, or the facility operated, safely. After the application was filed, the supervisory authority was to issue a decision or provide a reasoned refusal. A permit could be revoked for breach of its conditions, and the enterprise was required to remedy violations specified in an official order.
How to prepare for the current procedure
First, the relevant work, machinery and equipment must be identified precisely under the current lists, after which an occupational safety audit should be carried out. Employee training and medical examinations, appointment of responsible persons, the technical condition of equipment, instructions, logs, declarations or permits, and documents for the work site should all be checked. The package should be filed only after confirming the competent authority, the current application form and the method of submission.
