Technical specifications for products: the document must describe the actual production process
Earlier versions of this page presented the ‘development and approval of technical specifications’ as a single standard procedure. In practice, technical specifications are required when an enterprise sets requirements for a particular product, technology, quality control, packaging and labelling that are not covered by one ready-made standard.
The document cannot simply be a formal copy of another company’s specifications: it must correspond to the formulation, equipment, raw materials and actual test methods.
Where development begins
The first step is to determine the legal regime applicable to the product. Some goods are subject to technical regulations and conformity-assessment procedures, while others are governed by sanitary, food, construction, environmental or sector-specific requirements. The engineer and technologist then describe the product characteristics, batch acceptance rules, control methods, transport conditions and shelf life or service life.

- a description of the product, its intended use and consumer;
- the formulation, raw-material specifications and process flow;
- a list of equipment and control operations;
- laboratory test reports or a plan for carrying out the tests;
- draft labels, packaging, instructions and warnings;
- applicable technical regulations, standards and customer requirements.
Approval and entry into force
There is no state ‘approval’ procedure for every set of technical specifications. The enterprise approves the document within its own system, while the need for external agreement, registration, expert review or certification depends on the type of product and the contract. Version control is important: changing a raw-material supplier, technology or product parameter without updating the technical specifications creates a gap between actual production and the evidence of conformity.
Commercial risk
Errors in technical specifications tend to surface not while the document is being drafted, but during a complaint, inspection or export transaction. An unclear test method can make a quality dispute impossible to resolve, while unnecessarily strict parameters may turn an ordinary deviation into a breach of the company’s own document. The final text should therefore be reviewed by the technologist, legal adviser, laboratory and the person responsible for labelling.
