Product Certification and Production Attestation: Selected UkrSEPRO Materials
This material describes the UkrSEPRO system procedures and DSTU 3414-96 standard that applied at the time of publication. The system and organisational model of conformity assessment subsequently changed, so the procedure set out below is historical.
Its value is in explaining how an enterprise's ability to manufacture products consistently with specified characteristics was assessed.
Purpose of Production Attestation
The attestation was intended to confirm the manufacturer's technical capability to ensure stable production in accordance with the applicable technical documentation. The result was documented by a production attestation certificate, while the certification body determined the procedure for subsequent technical surveillance.
What Was Checked at the Enterprise
- allocation of management responsibility for product quality and performance of work;
- control of raw materials, materials, components and the production process;
- procedure for amending technical documentation;
- condition of measuring instruments and control and testing equipment;
- verification and calibration of measuring instruments;
- formation of batches and selection of samples for testing;
- recording of control results and preparation and retention of test reports;
- procedures for handling non-conforming products.
Production Documentation
The enterprise was required to maintain a set of technical and organisational documentation sufficient to reproduce the process and monitor the stability of performance indicators. The historical procedure provided for an instruction on attesting technical capabilities, a description of technological operations, control points, responsible persons and measuring instruments.
Certification Testing
Product samples were selected and submitted for testing under the prescribed procedure. The body assessed whether the methods, equipment and measurement accuracy complied with the requirements of the relevant normative documents. A positive test report did not by itself replace a production assessment where the certification scheme required such an assessment.
Initial Information Package
The original page listed an application, normative documentation for the product, technical specifications, information about production premises and equipment, a process flow chart, quality-control system documents, personnel information, previous test reports and a completed questionnaire for the preliminary assessment.
Approach
Before starting certification, it is necessary to determine whether the product is subject to mandatory conformity assessment, which technical regulation or standard applies, who is authorised to conduct the tests and which documents are required to place the product on the market. For imported products, the manufacturer's documents, labelling, translation of technical documentation and the authority of the Ukrainian applicant are checked separately.
