Construction licence in Ukraine: how to start the process
The initial stage of obtaining a construction licence is not limited to submitting an application. The customer needs to determine the list of works the company actually plans to perform, check whether the personnel and material and technical resources correspond to the declared areas, and prepare a set of supporting documents.
After the list of works is agreed, the client provides UBC specialists with corporate, personnel and technical materials. The documents undergo a preliminary review and are then prepared for submission to the relevant authority. A procedure was also used under which the state fee was paid after a positive commission decision and confirmation of the payment was provided to obtain the licence form.
For companies outside Kyiv, remote processing and sending documents by express mail or transport services were provided. Where necessary, an official certificate confirming receipt of the licence could be issued.
Why preliminary review is important
Errors in the list of works, information about specialists or technical documents may cause delay, return of the package or refusal. Therefore, the materials should undergo professional review before submission. The source text emphasised that processing speed directly affects the company's ability to start work and earn income.
UBC did not offer a model of “payment only for the result”, but assumed obligations regarding timing and compliance of the agreed list of works. Where there were temporary financial difficulties, payment terms could be agreed individually.
