Production and sale of pesticides and agrochemicals
The page from previous years described the permit model for production, wholesale and retail sale of pesticides and agrochemicals. The composition of authorised bodies, names of documents and licensing procedures changed, so before launching a project it is necessary to check the current requirements for state registration of products, circulation of hazardous substances, storage premises, occupational safety and environmental safety.
What a manufacturer needs
The enterprise should have regulatory and technical documentation for the products, production regulations, quality-control procedures, safety instructions and documents for the production site. Technical specifications or another regulatory document should correspond to the actual formulation, equipment, control methods and declared characteristics of the products.
Sanitary, fire, environmental and industrial safety issues are checked before production starts. A separate testing and state-registration procedure may be required for pilot batches or a new product. The manufacturer should also determine how toxic residues and contaminated packaging are generated, stored and transferred for disposal.
Requirements for wholesale and retail trade
Storage and retail premises should be suitable for the specific categories of products. Ventilation, temperature conditions, separate storage, protection against unauthorised access, fire-fighting equipment, marking of areas and procedures in the event of an accident or spill are checked.
Quality and origin documents are required for each batch. The internal procedure for trading operations should describe acceptance, expiry-date checks, accounting, release, returns, handling damaged packaging and transfer of unfit products to a specialised operator.
Personnel
Employees who directly handle the products should complete specialist training, occupational-safety briefings and medical examinations where required by law. Authorisations, certificates and sanitary documents should correspond to the employee's actual functions rather than being included in the package only formally.
Documents for project preparation
- current extract from the Unified State Register, charter and information about the manager and beneficial owners;
- title documents or a lease agreement for production, storage and retail premises;
- technical documentation, production regulations and the product list;
- supplier quality certificates and documents confirming state registration of the products;
- occupational, fire and environmental safety instructions;
- documents confirming staff training;
- contract or another confirmed arrangement for hazardous-waste handling.
Sequence of actions
It is advisable to start with a legal audit of the business model and premises. After that, the list of products is formed, the status of each is determined, technical documents are prepared, deficiencies at the site are corrected and only then is the permit package filed. An application prepared before completion of the technical part usually leads to additional requests and loss of time.
