Retail sale of alcohol in 2026
The earlier overview contained a standard list of corporate documents and a promise that a permit would be obtained within a specified period. The current procedure is much more closely tied to the specific place of sale, the registered RRO or PRRO, the type of alcoholic product and timely payment of licence fees.
Since 2025, the principal framework has been the new law governing the circulation of alcohol, alcoholic beverages, tobacco products and fuel, so the former Law No. 481 should not be used as the sole legal basis.
Before filing the application
The business data in the Unified State Register, the address of the sales outlet, the right to use the premises and registration of the cash-register equipment at that exact address should be checked. The product range should be separated into alcoholic beverages, cider and perry, table wines and other categories because the rules and charges may differ. For a food-service establishment, the registration of the facility, menu, storage of opened bottles and accounting for sales by the serving should also be checked.
Operational requirements after the licence is obtained
- purchasing only from properly documented suppliers;
- checking excise marking and documents for each consignment;
- sales through a registered RRO/PRRO using the correct product nomenclature;
- compliance with age restrictions and local restrictions on trading hours;
- monitoring the due date and amount of each licence payment;
- notification of changes to the address, cash register or registered details where required.
Typical causes of problems
A licence does not protect a business from sanctions if the actual outlet, RRO and register data do not match. Risks arise from sales without a fiscal receipt, overdue payments, goods without confirmed provenance, incorrect cash-register programming and trading during hours prohibited by the local authority. During martial law, operating hours and logistics may change quickly, but this does not remove controls over the circulation of excisable goods.
Specific features of the procedure in 2026
References to the ‘next commission meeting’, 30 business days and a guaranteed result are historical. The current licence fee should be calculated as at the filing date because it depends on the minimum wage, the type of product and the place of sale.
