Wholesale seed trading: the key issue is not a ‘trade licence’, but the status of each lot
Earlier versions of this page offered a licence for wholesale seed trading under a general procedure. The current market for seeds and planting material works differently: the variety’s right to be marketed, certification of sowing and varietal qualities, labelling, lot documentation and traceability are critical.
There is no general universal licence that replaces those requirements.
What a distributor should verify
Before purchasing, the distributor should identify the producer, variety, lot number and seed category and confirm that the certificates are valid. The data on the label, certificate, delivery note and contract should match. Where the goods are imported, phytosanitary documents, customs clearance, import conditions and the ability to use the variety in Ukraine should also be checked.
Documents for sale and storage
- an agreement with the producer or authorised supplier;
- certificates confirming varietal and sowing qualities;
- lot labels, packing lists and delivery notes;
- a register of receipt, movement and dispatch of lots;
- warehouse instructions covering humidity, temperature and prevention of mixing;
- phytosanitary and customs documents for international trade.
Advertising and customer claims
Yield claims should reflect the characteristics of the variety and should not substitute for agronomic conditions. The contract should set out the sampling procedure, the deadline for reporting a defect and the laboratory to be used for repeat analysis. Without a retained control sample and clear lot identification, a dispute over germination or varietal purity is often impossible to prove.
Wartime and logistics considerations
Warehouse damage, lengthy transportation and power interruptions increase the risk of quality loss. The distributor should have backup storage locations, monitoring of storage conditions and a documented procedure for writing off a damaged lot.
