Intermediation in overseas employment: the licensing model has been replaced
Earlier versions of this page offered a three-year licence. That information no longer reflects the current procedure: the previous licences ceased to be valid on 14 April 2024.
In 2026, an intermediary commences activity under the declaratory principle and after inclusion in the list of business entities maintained by the Ministry of Economy.
Conditions for commencing activity
The business must be registered for an activity within KVED group 78, have a registered place of business and have entered into a foreign economic agreement with the foreign employer. The employer’s registration documents from its country of establishment are attached to the agreement. A declaration is then filed for inclusion in the official list.
Documents for the candidate
- written information on working conditions, pay, accommodation and social guarantees;
- contact details of Ukrainian consular offices;
- a draft employment contract certified by the foreign employer;
- a description of the position, qualification requirements and working hours;
- information confirming the legality of residence and employment in the destination country;
- confirmation that the candidate has received the mandatory information.
Ongoing obligations of the intermediary
The company keeps records of persons placed in employment, retains contracts and confirmations, submits reports in the prescribed form, and reports changes in its data and new contracts with employers. The State Labour Service must have access to the registered place of business for supervisory purposes. The service must not be based on hidden charges, fictitious vacancies or transferring a candidate to an unidentified subcontractor.
Martial law and two parallel lists
During martial law, there are also entities that obtained the right to operate on the basis of a declaration under a special government procedure. Before entering into an agreement, the client should verify the specific intermediary in the relevant current list. Earlier references to a commission, a three-year licence term and guaranteed processing should be treated solely as historical.
