Collection and procurement of waste as secondary raw materials

The previous review described permit requirements for collecting waste paper, waste glass, polymer and rubber waste, used tyres, textile materials and used metal containers. The current status of individual operations should be checked under current waste-management legislation, but technical and environmental requirements for the site remain key.

How to Start Business in UkraineOverview for companies

First determine the operation, not the name of the licence

Collection, acceptance, sorting, storage, baling, shredding, transport and processing are different operations. Their combination determines which permits, registrations, conclusions and contracts are required. The company must describe the full path of the waste — from the source of generation to the final processor.

Site and premises

Lawful rights to the territory and premises are required, as well as hard surfacing in the necessary areas, protection from precipitation for materials that lose quality from moisture, separate storage, fire-safety equipment, access control and cleaning procedures. The location of the facility must comply with urban-planning, land and environmental restrictions.

Equipment by type of raw material

  • for waste paper — warehouse, baler, weighing and lifting equipment, moisture control;
  • for waste glass — hard-surfaced areas, separation by colour, scales and safe loading;
  • for polymers — separate storage by type, baling or shredding equipment;
  • for rubber waste and tyres — a site that minimises fire and environmental risk, and lifting equipment;
  • for secondary textiles — dry separate storage, baling, scales and moisture control.

Weighing and measuring equipment must have current metrological confirmation if it is used in the field of legally regulated metrology.

Personnel and internal procedures

Employees must be trained in safe waste handling, sorting, fire response and equipment operation. Internal instructions should cover acceptance, refusal of hazardous or unknown materials, record keeping, temporary storage, dispatch and actions in the event of an accident.

Documents for preparation

  • extract from the Unified State Register, corporate documents and information about the manager;
  • documents for the land, site, warehouse and office premises;
  • description of operations and list of waste codes;
  • site plan, list of equipment and technical passports;
  • contracts with raw-material suppliers, carriers and final processors;
  • environmental, fire-safety and occupational instructions;
  • record-keeping documents and confirmation of waste transfer.

Launch procedure

After the business model is described, the address and equipment are audited. The status of each operation is then determined, contracts with participants in the chain are formalised, internal procedures are prepared and the required permit package is submitted. It is not advisable to lease a site for a long term before checking its suitability.

The offer previously provided by UBC covered document preparation and support for approvals. The current timeframe depends on the type of waste, operations, condition of the site and completeness of the source documents. Contact: info@ubc.ua.
