SINGLE TAX 2026 IN UKRAINE. COMMENTS. UBC
Single tax for individual entrepreneurs in Ukraine in 2026: groups, limits and working calendar
The simplified system is selected according to the real sales model: who the buyers are, which goods or services are paid for, whether there will be employees, whether VAT is needed and what turnover is expected. The headline rate is only part of the calculation.
The entrepreneur takes account of the single tax, unified social contribution, military levy, settlements, reporting and group restrictions.
In 2026, the minimum wage is UAH 8,647 and the subsistence minimum for able-bodied persons is UAH 3,328. The third group uses rates of 5 per cent without VAT or 3 per cent with VAT, and the military levy is 1 per cent of income.
First, second and third groups
The first group is intended for specified types of retail trade at markets and household services to the public without employees. The income limit for 2026 is UAH 1,444,049 and the maximum single tax is UAH 332.80 per month. The specific rate is set by the local council.
For the second group, the limit is UAH 7,211,598 and the maximum single tax is UAH 1,729.40 per month. The third group has a limit of UAH 10,091,049 and uses a percentage-of-income rate. The choice is checked against clients, activity and the growth plan.
Unified social contribution and military levy
The minimum insurance contribution based on the minimum wage is UAH 1,902.34 per month. The grounds and payment periods are checked for the entrepreneur's specific status. This payment is entered in the calendar separately from the single tax.
For first- and second-group taxpayers, the military levy in 2026 is UAH 864.70 per month. For the third group, it is 1 per cent of income. The account, payment reference and deadline are checked in the Electronic Cabinet.
Income, contract and settlements
Income accounting starts with the contract and actual receipt of funds. Bank payments, acquiring, cash settlements, refunds and intermediary models are reflected consistently in the documents. Payment-service reports are reconciled with bank credits.
KVED codes in the Unified State Register and activities in the single-tax register are checked before a new service is launched. Clients of the second group and restricted operations are analysed separately. Approaching the limit triggers an advance calculation of the transition.
Reporting and control
The first and second groups usually file an annual return, while the third group files quarterly. The specific form and deadlines are checked against the State Tax Service calendar and electronic identifier. The entrepreneur keeps the file, receipts and income breakdown.
Monthly reconciliation combines the bank, cash register, income, taxes, unified social contribution, military levy and employee payments. The owner sees use of the limit and the forecast to year-end. A new contract is assessed before signing.
Setting up the individual entrepreneur's tax model
Before the initial meeting, the owner collects facts affecting the decision: clients, activities, expected income, payment methods, employees, VAT, current group and payments since the start of the year. The data are divided by source and date, and indicators requiring clarification are marked separately. The specialist starts from the business model and identifies the documents needed for the next action.
The result is prepared as a working package: comparison of groups, calculation of annual tax burden, contract map, income register, payment calendar and reporting package. It states the official sources, source figures, assumptions, responsible persons and evidence for each completed stage. The document is used in negotiations and internal management.
At the control meeting, the team checks that the selected group supports the actual operations and that the owner can see use of the limit and cash obligations in advance. If the decision concerns accounting, legal, sales and operations teams, each unit receives its task and deadline. Management has one calendar and controls the project by actual results.
The agreed set is stored in the corporate folder together with document versions and correspondence. The responsible employee updates it if the participants, object, contract, calculations or government service change. At the next meeting, the team compares the plan with completed actions and records further tasks.
How the decision enters daily work
Before implementation, management checks the starting position once again: clients, activities, expected income, payment methods, employees, VAT, current group and payments since the start of the year. The review uses documents and the company's actual operations so that dates, amounts, powers and participants describe one project. Clarifications are added to the working version before signing or filing.
Each action is assigned an owner of the result, a deadline and a method of confirmation. The accountant is responsible for figures and accounting, the lawyer for authority and contracts, and the operations team for actual data and execution. The manager approves decisions that affect the budget, relationships with partners or company development.
The prepared package is the basis: comparison of groups, calculation of annual tax burden, contract map, income register, payment calendar and reporting package. Its parts are given to employees according to their roles, while originals and signed versions remain in the common file. This preserves the connection between advice, the management decision and the action in a register, bank, reporting system or contract.
After the first month or completed stage, the team performs a short reconciliation. It compares planned and actual dates, costs, documents and counterparties' questions. If practice shows a different procedure, the instruction is updated and the changes receive a date and a person responsible for further application.
The working result is confirmed when the selected group supports the actual operations and the owner can see use of the limit and cash obligations in advance. The owner receives a clear control system that can be handed to a new employee, used when the project expands and shown to a partner to the extent needed for a specific decision.
