HOW TO BECOME A PROZORRO MARKET SUPPLIER
Prozorro Market is an electronic catalogue for public procurement of goods. For a supplier, its main advantage is that qualification is completed for the relevant category of goods, and afterwards the entrepreneur competes by price and delivery terms in customer requests.
Prozorro Market for a supplier
Suppliers are selected for the catalogue by centralised procurement organisations. The entrepreneur submits an application for qualification under the announcement for the category of goods that the entrepreneur plans to sell. The official Prozorro portal states that experience can be confirmed by delivery notes or tax invoices, active contracts in Prozorro or fiscal receipts; the specific number of confirmations is determined by the category administrator.
Supplier qualification is free of charge. The application is reviewed within ten business days, and a selection announcement may remain valid for up to three years. If the entrepreneur does not pass the selection, a new application may be submitted under the active announcement after correcting the reasons for which qualification was refused.
For individual product categories, the administrator may require additional confirmations related to the product itself or the type of trade. Therefore, the owner should first choose a category in which the business actually has the goods, suppliers and confirmed sales experience.
Qualification for the catalogue confirms the supplier's right to work in a certain category, but does not by itself guarantee sales. Revenue depends on the number of customer requests, a competitive price, availability of goods and the ability to make deliveries quickly. Therefore, together with access to the catalogue, the owner assesses actual demand in the selected category.
Product category, price and contract
After qualification, the supplier sees requests for quotations in its category through an authorised platform. The customer specifies the goods, quantity, place and delivery period, payment terms and draft contract. The director assesses the economics of the sale and submits a price when the goods, delivery period and contract financing are confirmed.
In Prozorro Market, the supplier should keep the range and prices up to date. If goods depend on imports, the exchange rate or the manufacturer's delivery period, the manager should take this into account before submitting an offer. A low price is profitable only when a profit remains after delivery, taxes, logistics and the platform fee.
After winning, the director concludes a contract with the customer on the terms of the request. The commercially important terms are the delivery date, acceptance of goods, quality documents, payment procedure and liability of the parties. These terms determine how much money is needed to perform the contract and when the supplier will receive payment.
Official Prozorro information for suppliers provides for a short period for submitting a price offer in a request. The manager needs a current price list, stock balances and a minimum margin approved by the director. This makes it possible to respond to requests without repeated approval of each standard delivery and to retain control over profit.
In 2026, the rules for fees for work through the electronic catalogue changed. A supplier's qualification application remains free of charge, while the current Procedure No. 822 provides for a fee to the operator of the authorised platform of 2% of the supplier's offer price, but within two subsistence minimums for an able-bodied person as at 1 January of the relevant year.
Entering public-sector sales
Prozorro Market suits a manufacturer, importer, distributor or trading company that can regularly maintain goods and prices in the selected category. For a one-off sale without confirmed experience, the catalogue may be less profitable than participation in an ordinary procurement where the requirements are set by a specific customer.
UBC helps the owner identify a suitable category, assess the available evidence of experience and prepare corporate documents for qualification. The director receives answers to three questions: whether the participant's documents meet the selection terms, which goods are profitable to sell through the catalogue, and what price leaves a profit after performance of the contract.
For regular public-sector sales, it is reasonable to combine Prozorro Market with ordinary tenders. The catalogue provides access to repeated requests for standard goods, while open tenders make it possible to work with a wider list of goods, works and services. This approach increases the number of available orders without dependence on one method of sale.
For goods with seasonal prices or unstable supply, the owner may limit the list of items that the manager offers to public customers. The catalogue does not require the entire range to be sold. The entrepreneur chooses the goods for which there is a reliable supplier, a clear cost price and the ability to perform the contract within the stated period.
