Risk categories of scrap
Special control is required for rails, bridge elements, manhole covers, cable, parts of energy and telecommunications infrastructure, military property, vehicles and industrial equipment. The seller's explanation alone is insufficient: the operator checks property documents and refuses acceptance where the origin is doubtful or the item belongs to a restricted category.
Owner's production scrap
An enterprise selling its own scrap generated during production, repairs or asset write-off documents its origin through primary documents, write-off certificates and waste records. Such a sale does not automatically make the owner a scrap-metal procurer, but systematic acceptance of metal from other persons already requires the full model of a professional operator.
Conditions in force at the time of publication require checking against the 2026 requirements
the previous licence fee, certificates for the commission and promise of processing within 30 days are no longer a correct working plan. The operator needs to check the current application form, land and environmental documents, occupational safety and contracts with buyers or metallurgical enterprises.
