Procurement and operations with non-ferrous scrap metal
The previous review described a licence, commission, period of up to 30 days and a state payment under the previous regulatory model. In 2026, the key procedure is entering information about the business entity in the List of entities carrying out procurement and operations with scrap metal.
The application is submitted to the Ministry of Economy electronically with a qualified electronic signature and free of charge.
Before starting the activity
The enterprise determines the types of operations: acceptance, procurement, processing, metallurgical processing, storage, export or transfer to another operator. For non-ferrous scrap, identification of the source, verification of lawful disposal, accounting for hazardous impurities and items prohibited from acceptance are particularly important. The application data must correspond to the actual site and equipment.
Material and technical resources
a site with a lawful right of use and hard surfacing where required;
weighing equipment with valid metrological verification;
equipment for sorting, cutting, loading and safe storage;
instruments for radiation and other hazard control;
fire-safety, environmental and security procedures;
qualified personnel and occupational-safety instructions.
Acceptance and traceability
A documentary trail is created for each batch: supplier identity, basis of acquisition, description, weight, price, payment and subsequent movement. Enhanced verification of lawful origin is required for infrastructure items, cable products, industrial equipment and other sensitive categories. Settlements with individuals and formalisation of acceptance are carried out only in a manner permitted by law.
Exception for the original owner
An enterprise whose activity generates scrap as waste from its own production or use of property may have a different regime from a professional procurer. However, even the original owner must confirm origin, asset write-off, waste accounting and lawful transfer to the buyer. The exception cannot be used for systematic acceptance of other persons' scrap metal.
What is no longer current
previous references to a fixed licence fee, representation before a commission and a guaranteed paper-processing period do not describe the current procedure. Before launching a site, the electronic application form, current requirements of the Law “On Scrap Metal”, environmental permits and local conditions for use of the land plot must be checked.
