WHEN IS VAT REGISTRATION REQUIRED?
VAT registration changes the sale price, customer documents, accounting and the right to input VAT. Under Articles 181 and 182 of the Tax Code of Ukraine, registration may be mandatory or voluntary.
The owner should determine the company's status before a major contract or a significant increase in turnover so that the director can agree the price correctly and the accountant can start working with VAT invoices in time.
When the Obligation Arises and Voluntary Registration
Under paragraph 181.1 of the Tax Code, a person is subject to mandatory VAT registration when the total amount of taxable transactions for the previous 12 calendar months exceeds UAH 1,000,000 excluding VAT. The general rule contains an exception for single-tax payers in groups one to three.
When the threshold is reached, Form No. 1-VAT must be submitted to the controlling authority by the 10th day of the calendar month following the month in which the relevant volume was first reached. The accountant monitors the rolling 12-month period and informs the owner in advance as the threshold is approached.
Under Article 182 of the Tax Code, voluntary registration is available to a person with a lower volume of taxable transactions. This option may be beneficial when customers are VAT payers, the company purchases goods and equipment with VAT, or it is preparing for a contract where input VAT is important to the buyer.
For voluntary registration, Form No. 1-VAT must be submitted at least 10 calendar days before the start of the tax period from which the person wishes to have VAT-payer status. When a legal entity or FOP is registered with the state, the intention to register voluntarily can also be declared by making the relevant mark in the registration application.
The controlling authority considers Form No. 1-VAT within three working days after receipt. This allows the owner to plan the status date together with the contract, price and first VAT invoices.
What Changes After VAT Registration
A VAT payer charges VAT liabilities on transactions that are taxable under the Code, issues VAT invoices and registers them in the Unified Register of VAT Invoices. The director takes VAT into account in contracts and pricing, while the accountant links each VAT invoice to the contract, payment, acceptance certificate, delivery note or other primary document.
Input VAT reduces the amount of VAT payable when the purchase meets the requirements of the Code and the supplier has registered the VAT invoice. For the owner, this means that the purchase price, supplier status and quality of documents directly affect the company's cash flow.
VAT operates through the electronic administration system, so the accountant monitors the registration limit and the balance of the electronic account. Before a major sale, it is useful for the director to know the available limit for timely invoice registration and whether funds will be required in the electronic account.
Contract work also changes from the registration date. New contracts expressly state the price and VAT, the procedure for VAT invoices and the consequences of a change in tax status. For existing contracts, the lawyer compares the terms with the new price and tax documents.
The VAT rate depends on the type of transaction. The standard rate applies to most supplies, while the Code provides other rates or special rules for certain goods and services. The accountant determines the rate according to the subject of supply, and the director uses it in the commercial price and contract.
VAT Registration for the Company's Sales
The application requires current registration and tax information. Before the registration date, the accountant identifies transactions that have already taken place, contracts for the near term, inventory balances and purchases with VAT. This gives the owner an understanding of the first return and the future effect on working capital.
UBC can help the entrepreneur determine whether registration is mandatory or whether voluntary registration is commercially appropriate, assess the impact on price and contracts, and prepare the accounting function for VAT. The director receives a calculation for the company's sales, while the accountant receives a list of documents and dates affecting the first reporting period.
If the owner is planning a new major contract, the VAT decision should preferably be made before the final price is agreed. The parties then understand immediately whether tax is included in the contract amount, who is a VAT payer and which documents the buyer expects for its accounting.
After registration, the main task is to record actual sales and purchases on time. Organised accounting allows the owner to see VAT together with the company's margin and cash flow.
Voluntary registration may be useful before major purchases of equipment or goods if future sales will also be taxable. The owner compares the potential input VAT with the additional obligations for VAT invoices, returns and electronic administration. The decision is based on the figures of the particular business.

Frequently Asked Questions
When does VAT registration become mandatory?
For most taxpayers, the obligation arises when the total amount of taxable transactions for the previous 12 calendar months exceeds UAH 1,000,000 excluding VAT, unless the Tax Code establishes a special rule for the particular taxpayer.
Can I register voluntarily?
Yes. The owner may choose voluntary registration under Article 182 of the Tax Code when this is beneficial for working with VAT-paying customers or for the planned sales structure.
What changes after registration?
The accountant maintains VAT records, issues and registers VAT invoices, files returns and monitors VAT liabilities and input VAT. The director takes VAT into account in prices and contracts with customers and suppliers.
When is it best to assess VAT for a new business?
Before entering into major contracts or starting sales to VAT-paying customers. The owner can then build the tax into the price, contractual terms and cash flow from the outset.
